After you help out the Devon employee, you’ll get a call from him once you reach Slateport City. He’ll let you know about someone waiting for you at the beach. Go to the beach area, and you’ll meet a guy named Mr. Stone who gives you the Exp. Share as a thank you for all your help.
If you’re feeling lost on getting there, just remember you take Route 110 from Rustboro City to Slateport City, and you should find it pretty easily!
